Planning Commission Canceled
The Planning Commission meeting that was scheduled for Monday this week was canceled due to a lack of agenda items. If the applicant that was originally on the agenda decides to move forward, the public hearing will be re-noticed.
Public Works Subcommittee Meeting
The Public Works Subcommittee met this week with several items on the agenda:
Review utility rate studies proposals
Review quotes for crack filling
Review plans and specifications for east-west watermain connection
The Utility Rate Study allows the city to determine if the costs for water and sewer are appropriate for the capital improvement projects planned. It will also look at the Sewer Access Charge and Water Availability Charge that the city has for new properties and connections. These SAC and WAC fees pay for expansions to the systems due to increased demands.
Next Week
Local Board of Appeal and Equalization
The City Council will meet at 5:30p on Monday at the Prairie Center to hold the Local Board of Appeal and Equalization (LBOAE) meeting. This meeting is for residents who disagree with their recent property valuations to be heard.
In order to appeal a property valuation, residents have to bring evidence that the valuation is incorrect and then also allow the County Assessor access to the property in order to review the assessment. Those conditions are set by law, and the Council (as the LBOAE) is required to assume that the assessment provided by the County Assessor is accurate unless proven otherwise.
When the Assessor met with the Council a couple weeks ago there had been over 100 calls from Otsego residents with questions or concerns about their property values. The County Assessor had provided some great material on the process and that has been included in the meeting packet and information.
The City has also provided additional information as part of the meeting notice.
City Council Meeting
The Council will be meeting at 7pm on Monday following the LBOAE meeting. There are several items on the agenda for the regular meeting. Here are the main items:

The East-West Watermain Connection Project will include a presentation by the City Attorney and the consideration of Resolution 2023-29 Authorizing Condemnation of Land for Public Purposes. This will be a presentation around the city using Eminent Domain for this project.
